Notice Concerning China HR Management Achievement Evaluation Release & the 3rd Session of China HR Management Awarding Ceremony, Summit, and Exhibition Series of Activities
To each enterprise and institution,
Subordinate to the Development Research Center under the State Council, China Enterprise Evaluation Association is an exclusive domestic corporation registered in Ministry of Civil Affairs to deal with national enterprise evaluation, research and consultation. In order to practically carry out the Personnel Great Power Strategy of the Party Central Committee and the State Council, fully bring the self evaluation function into play, provide decision-making reference for the government’s policy making, and provide preference for the enterprise’s enhancement of HR management, since 2005 China Enterprise Evaluation Association CEEA and the Committee of China Human Resources Management Reward, with the support and under the leadership of the Development Research Center under the State Council, State-owned Assets Supervision and Administration Commission, Ministry of Labor and Social Security, Ministry of Personnel etc related governmental departments, have associated with China Academy of Personnel Science, China's HR Development and Research Association, Chinese Talents Society, and Tsinghua University, Peking University, Renmin University of China, Nanjing University, Fudan University etc research institutes, famous universities and lots of excellent HR agencies, to promote the releasing of State-level HR Management Achievements Evaluation and the CEHRA awarding ceremony, summit and exhibition etc activities in every year.
Till now, the activities have been held successfully for 2 sessions in succession, which have won the unanimous favorable comments from the middle and senior leaders of the enterprise and institutions attending the conferences, the first-line HR managers and the experts and scholars. The profound intension of the CEHRA, namely “competition brings predomination, mark post enhances the capacity” has deeply rooted among the people, and the CCTV has given live broadcasting for the awarding ceremony and the summit, Sina has given live graphics context broadcasting for it, and other mainstream medias and special medias have paid continuous attention and reported to it.
The activities come first in China HR management research and evaluation as the higher level enterprise evaluation activities integrating the public welfare character, sociality, authority, specialty, origination, and uniqueness. They are fully recognized by the governmental, industrial and academic circles and the medias with the high reputation and senior brand and have become the weather vane of China’s HR circle. The activities have been of profound historical significance and important operation significance to promote the whole society’s concern about HR management and development, to enhance the core competition of China’s enterprises and to strengthen state power and the construction of the harmonious society.
Presently, the 2007-2008 3rd Session CEHRA series of Activities have been initiated. We sincerely welcome the senior leaders of national enterprises and institutions, HR managers, experts and scholars from research institutes, colleges and HR agencies to positively attend the activities so as to enhance the HR management level of the enterprises and institutions.

Arrangement for China HR Management Achievement Evaluation Release & the 3rd Session of China HR Management Awarding Ceremony, Summit, and Exhibition Series of Activities
1. Tenet
To build up the Oscard Award in China HR Management Circles in full power, to make the advanced HR management thoughts, system, methods and technologies well broadcasted and adopted, and to enhance the competitive power and the development power of China’ enterprise.
2. Prizes and contents
(1) China HR Management Achievement Award, the lines for deciding on awards through discussion include cases, research article, advisory reports etc. The prizes include gold prize, silver prize and excellent prize.
(2) China HR Management Product Award, the lines for deciding on awards through discussion include software, training courses, teaching materials etc. The prizes include gold prize, silver prize and excellent prize.
(3) China HR Management Servicing Award, which is opened to HR servicing organs (agency, media, training education organ, and advisory company etc.). The prizes includes gold prize, silver prize and excellent prize.
(4) China HR Management Double Top10 Award. The prize winners consist of 10 enterprises and 10 individuals making outstanding achievements in HR management.
(5) China HR Management Innovation Achievement Award, the lines for deciding on awards through discussion include thoughts innovation, system innovation, technology innovation etc achievements which have done significant discovery and exploitation in promoting the HR management.
(6) China HR Management Special Contribution Award and Best Organizing Award, which is specially set up for organization/individual which have made great contribution to HR management theory and practice and for recommending the group company under the enterprise.
3. Collection of Prize Declarations.
The organizing committee has began to collect the candidate declaration materials for those prizes above said from the enterprises, institutions, corporations and individuals all over the country. The declaration may be self recommended or be recommended by authoritative persons and organs. The deadline is on Dec. 31, 2007.
4. Procedures for choosing
The organizing committee will organize the expert panel to do the junior evaluation, re-evaluation and the final evaluation to the declaration materials in pursuance of justice, fair and scientific choosing principles and standards. If necessary, the organizing committee will organize experts, media and agencies to arrange HR questionnaire, reporter’s interview and the review of the enterprise’s organizing atmosphere towards enterprises.
5. Awarding Ceremony, Summit and HR Servicing Exhibition 。
The third-session China HR Management Award is planned to be held in Beijing in the last ten-day of Mar. 2008, and the awarding ceremony, summit and HR servicing exhibition will be simultaneously held. At the appointed time, the organizing committee will invite the authoritative persons in governmental, industrial and academic circles to award the prizes and to make speeches and give comments so as to jointly discuss the difficulties and social hot points and to share the employment and development methods of the enterprises and institutions. At the same time, the HR servicing exhibition will be held to build a first-level exchange and cooperative platform in HR area for the excellent HR servicing organs both at home and abroad and the winning enterprises and the professional audience to promote the repaid development of China enterprise HR management level.
6. Prize Embodiment
(1) The prize-winning achievements (works of gold prize and silver prize) will be written in “2007-2008 the 3rd China HR Management Achievements Awards Corpus”, which will be published by national authoritative press agency to the whole country.
(2) Publish memory post picture album of double top 10 awards to the whole country.
(3) At the same day of the awarding ceremony, summit and HR servicing exhibition, the organizing committee will invite the leaders of relevant ministries of the country, the famous enterprise representatives, authoritative persons in academic circle and lots of mainstream and special medias to witness the glory with the prize winner.
(4) Publish the results of obtaining prizes in all the supporting medias and organize relevant medias to give deep advertisement for those enterprise/individuals who take very important role.
(5) Those units and persons who win the prizes will automatically acquire the qualification of director in CEHRA Club, and will be preferred to invite to attend the China HR Management Integration and Industry Summit & Topic Forum organized by the organizing committee as the candidates for the honorable guests to give comment and have speeches.
(6) Should the units/individuals who win prizes be Central enterprises, they will be reported to the Development Research Center under the State Council and SASAC as the major reference for the assessment of enterprises and leaders.
